What survives, what doesn't, and why every converter faces this
A PDF stores positioned fragments of text, not paragraphs, so converting one to Word means reconstructing structure that was thrown away when the PDF was made. This tool reads each page's text with its positions, groups fragments into paragraphs by their spacing, marks larger type as headings, keeps page breaks and writes a clean document. What you get is the text, in reading order, editable โ usually the actual goal. What you don't get: multi-column layout, tables as tables, images, fonts and exact positioning; converters that seem to preserve those upload your file to a server running Word or a commercial engine and produce a document of floating text boxes that is miserable to edit anyway. Scanned PDFs are pictures and contain no text layer at all: the PDF OCR tool reads them first, and the searchable PDF tool adds a text layer. Going the other way is Word to PDF; for just the words, extract text.

Will the layout look the same in Word?
No โ and no honest converter's does. You get the text as clean paragraphs with headings and page breaks; columns, tables, images and fonts don't carry across because a PDF doesn't store them as structure.
