This tool works with those fields directly, so the saved file is a properly filled form, and it offers flattening: baking the values into the page as ordinary content, which locks them, fixes viewers that don't display field values, and is what most recipients actually want. Honest limits: a form with no fields (a scan, or a document someone saved as a flat PDF) has nothing to fill, and the tool says so — the PDF sign tool lets you type and draw onto those instead.
